Washington Township has adopted the Uniform Construction Codes as the standard regulations for new building construction. This was adopted and implemented as of April 08, 2004.

#115-Collection of Delinquent Income Taxes: An Ordinance of the Township of Washington, Westmoreland County, PA establishing reasonable costs of collection for delinquent earned income taxes and imposing the costs of such collection upon the delinquent taxpayer.

 Now, Therefore, Be it resolved and it is hereby resolved that the Township of Washington establish the following:

 1) From and after the enactment of this ordinance, when suit is brought against any delinquent party, to each delinquent earned income tax assessment, levy or obligation owed to the Township, there shall be added such attorney's fees, charges and expenses incurred in the delinquent collection process. Such additional charges shall be collected in addition to all interest and penalties as are allowed by law.

2) The amount of legal fees to be added to each delinquent earned income tax assessment, levy or obligation owed to the Township by any delinquent party shall be 20% of the amount owed to the Township. The amount of said fee is hereby deemed to be reasonable, fair, and necessary in order to allow the Township to collect such sum due. This amount may be amended from time to time by resolution of the Township of Washington.

3) Any person or entity empowered to collect sums on behalf of the Township is directed to add such fees as are incurred. Such sum collected pursuant to this ordinance shall be in addition to any tax penalty, interest, or other costs already part of the delinquent account or assessment. The sums collected pursuant to this Ordinance shall be remitted to the taxing authority in accordance with the Agreement entered into between the taxing authority and it's delinquent tax collector.

4)This ordinance shall become effectively immediately.

5) Any Ordinance in conflict with this Ordinance shall be deemed to have been repealed to the extent of that conflict.  If any portion of this Ordinance is deemed to be illegal or unconstitutional, then it is the intent of the Township that it would have enacted the balance of this Ordinance irrespective of said invalid portion.

Jake Brake Ordinance -

This ordinance states that no person shall be permitted to operate or allow to be operated on an internal combustion engine powered vehicle on any posted public ways, including, but not limited to, streets, alleys, easements, or right-of-ways established for vehicle operation within the Township while said vehicle or operator is utilizing an engine brake or Jake brake without an exhaust muffler sufficient to prevent the creation of excessively loud noises by said vehicle, except when the use of such engine or Jake brake is necessary for the safe operation of the vehicle. This Ordinance is not intended to prohibit the passage of vehicles equipped with engine or Jake brakes in posted areas, but rather limit the use of such equipment in posted areas under the aforesaid circumstances.

Building Numbering Ordinance- The importance of response time for fire, police, and ambulance services is well established. Thus, in the best interest and general welfare of the citizens and residents of the Township, the Board of Supervisors established this ordinance to require the numbering of buildings within the Township. 

--must be the numbers assigned by the United States Post Office

--Must be 3" in height, of a contrasting color to the immediate background, located at or near the main entrance, and clearly visible from the opposite side of the public way.

It's in the ordinances but I must have forgotten that !

1) There is no parking on Township road right-of-ways.

2)There is no depositing of snow, large amounts of grass, or debris permitted on Township roads.

3)There is no burning of household garbage.

4)There is no burning after dusk and fires must be in a fireproof container.

5)There is no soliciting without a permit

6)Driveway permits are needed for all new or upgraded driveways.

7)Building permits are needed for all enclosed structures , in-ground and above ground pools.

8)In-ground pools need a 4 foot high fence around them.

9)Above ground pools must have access by controlled steps or ladder that can be blocked or removed when not in use.

10)ATV's must be registered in the Township ( ATV's licensed by DCNR are exempt from this requirement).

11)ATV riders must have written permission to be on another's property.

12)ATV riders must wear a helmet.

13)All alarms must be registered in the Township (go to Police Dept. site to print the registration form)

14)Only 3 false alarms in 12 months are allowed.

15)Only 2 unregistered vehicles per property or lot are allowed.

16)Any change of land or building usage or subdivision must go through the Planning Commission.

17)All subdivisions must include the Sewage Enforcement Officer
