During the month of July, residents may be receiving telephone calls from the U.S. Census Bureau verifying the information that was completed on the Census form.

If you had not turned in your 2010 Census Form on April 19th, please be aware that a Census enumerator will be visiting your home beginning in May throughout the summer months to help you complete the information.

Remember that completing the Census impacts the money that our Township will receive for the next 10 years from the Federal Government!

All residents should have received a U.S. 2010 Census  form in March 2010.  It is VERY IMPORTANT that everyone completes and returns the form in the stamped, self-addressed envelope that will be provided. The census data affects the amount of money and other services that Washington Township and its citizens receive from the federal government. (Over 400 billion dollars in federal funding is distributed between local, tribal, and state governments.)

Census data is also used to reapportion seats in Congress, and ensure proper district representation in state and local governments.  Plus, the results help to determine locations for child-care, senior citizen centers, new roads, hospitals, and community centers.

Public Star Parties

Kiski Astronomers hold free public star parties each month between the hours of 8:00 p.m. - Midnight.  Star parties this year are held "weather permitting" at various parks throughout the area.  Lightning storms, rain or totally cloudy skies will cancel the events.  Remember to dress warmly.  Coats and hats are recommended, even in the summer, the nights can get chilly.  Please cover flashlights with red cellophane to help preserve night vision.

In addition to the above highlights, double stars of various colors, star clusters of dozens to thousands of stars, the remains of exploded stars, gaseous nebulae where stars are being born, and entire galaxies of stars may also be observed, depending upon the month and observing conditions.

New Paper Recycle Bins!!

You may have noticed the green and yellow bins located in the front and back parking lots at the Municipal Building.  These bins are for you to place your paper, shredded paper, newspapers and their inserts, catalogs, and any junk mail that you feel comfortable putting into our recycling bin. 

PLEASE DO NOT place the following items into the bins, as the recycling contractor CANNOT ACCEPT:

Cardboard, fiberboard, chipboard (ie cereal boxes, soda boxes, and other food containers)

bullet

Text books or hard cover books

bullet

Phone books (It is very hard to remove the ink from a phone book page.)

Please be aware that failure to follow these instructions will result in the loss of the recycling bins.  We have already been alerted that someone has thrown garbage and bottles into the bins.  Once again, ONLY PAPER may be placed into the bins.

The Westmoreland County Area Agency on Aging was created in 1967.  Our agency is designated by the State to administer human service programs at the local level.  Our goal is to provide opportunities and services to older adults (age 60 and older, unless otherwise noted) to promote their best possible well-being.

 

Mission Statement:  “We hereby adopt the mission to be responsible to the maximum degree of our resources, to assist and enable older and/or disabled persons to live their lives as independently as their circumstances will allow and in the best possible and desired manner.”

 

The Westmoreland County Area Agency on Aging is funded in part by the Pennsylvania Department of Aging, the Administration on Aging and the Westmoreland County Board of Commissioners.

 

Services may be provided at no cost, subject to cost sharing or a sliding fee scale.  Availability of services may be subject to a prioritized waiting list.  Frequency of services is limited.  Contributions are welcomed and are used to support and expand existing services.

Information and Services for Older Persons

INFORMATION AND REFERRAL

Trained staff assess an individual's needs and arrange for services through the AAA. Referrals to, or information about, other community resources are also available.

*• Priority Transportation - discounted shared rides for seniors age 60 and older to "priority" destinations; wheelchair accessible vehicles are available.

^ Vision Center- eye examinations and glasses at a reduced cost.

*• Legal Services - representation in cases involving loss of: shelter, utilities, income, or benefits or in cases of abuse, neglect and financial exploitation.

*> Ombudsman - assistance to residents of long term care facilities in resolving individual complaints regarding their care and services.

*• Senior Centers & Satellite Centers

*• State Lottery Benefit Programs - information about program guidelines and help with completing forms (e.g. PACE & Rent/Property Tax Rebates)

^ Carrier Alert- notification to AAA if residential mail accumulates.

*• Housing Information - lists of private and public housing units, nursing homes and licensed personal care homes.

*• Friendly Visitor/Relief Services - companionship to relieve caregivers.

<*> Information Line- weekly columns printed in area newspapers.

*• Speaker's Bureau - presentations on age related topics.

••*> Phones for Seniors - donated cell phones for use to reach 9-1-1 in emergencies only.

*• Senior Farmers Market Program - vouchers distributed seasonally to eligible applicants to purchase fresh produce.

*• Friendly Visitors- social visitation to isolated individuals.

^ Telephone Reassurance- ongoing phone calls to isolated individuals.

 

IN-HOME SERVICES AND BEYOND

These services are available based upon the completion of an assessment and are coordinated by an AAA Care Manager.

*• Assessments- determination of level of care for persons age 18 or older seeking placement.

* Adult Day Care - programming for rehabilitation and socialization of older adults.

* Persona/Assistance Services- hands-on care, with daily living tasks, to frail older persons with chronic health problems.

* Persona/Care- assistance with personal hygiene.

*. Caregiver Relief - hands-on-care while relieving regular caregiver.

A Home Delivered Meals•- delivery of a daily nutritious meal.

*• Home Support- assistance with laundry, shopping, errands and light housekeeping in conjunction with hands-on-care need.

^ Placement- the placement and monitoring of individuals age 18 or older, who require supervision, in AAA certified Domiciliary Care Homes.

<*> PDA Waiver- provides home and community based services to financially eligible persons age 60 or older as an alternative to nursing facility placement.

A Nursing Home Transition - services to aid with the transition of consumers currently placed with a nursing facility level of care who desire to live in a home with the assistance of home and community-based services.

* Care Management- determination of need for home and community-based services along with a care plan developed to meet individual needs.

*• Family Caregiver Support Program -caregiver-focused program for families who care for an older relative, a relative with chronic dementia or a child age eighteen or younger.

* Guardianship Support- information about the guardianship process and guardian responsibilities with additional, assistance based on individual needs.

 

PROTECTIVE SERVICES

777656 services target those individuals who are at greatest risk.

^ Older Adults Protective Services- If you suspect mistreatment of an older person, you should report it to your local Area Agency on Aging. Even if you are not positive abuse has actually occurred, but you have a reason to be concerned about the older person's well being, you should call.

Our goal is to detect and reduce or eliminate abuse, neglect, financial exploitation, and abandonment.

*• Under 6O Adult Protective Services-

AAA provides crisis intervention for eligible persons between the ages of 18 and 59 with protective service needs.

VOLUNTEER OPPPORTUNITIES

*• Volunteer Ombudsman - trained volunteers who assist the Ombudsman in empowering residents of long term care facilities by informing them of their rights and in identifying and resolving problems.

APPRISE- specially trained volunteers who answer questions about Medicare and other related health insurances.

JOB TRAINING & EMPLOYMENT ASSISTANCE

^ Senior Employment Program - qualifying individuals age 55 and older receive classroom and/or on-the-job training, with wages, to prepare them for the local job market.

BRIEF REVIEW OF THE COUNTY TRANSPORTATION PROGRAMS

SHARED-RIDE PROGRAM

Eligibility: Age 65 and older.

The Shared-Ride Program is funded by the PA Lottery and administered by PennDOT.

 Six taxi companies contracted with PennDOT and licensed by the PUC provide transportation.

Shared-Ride pays for 85% of the taxi fare, and the rider pays 15% of the fare.

Riders must register with the taxi company serving their area, and provide proof of age and Area Agency on Aging ID number. Once registered, riders must schedule their trip one working day in advance, and for most taxi companies before 3:OOPM.

 Wheelchair accessible vehicles are available upon request.

Trips may include the pick-up or drop-offof other passengers.

 For riders who cannot travel alone and who have an escort that must ride with them, an Escort Form is available so that the escort may ride at a reduced fare

PRIORITY TRANSPORTATION

Eligibility: Westmoreland County Residents age 60 and older.

The Priority Transportation Program is sponsored by the Westmoreland County Area Agency on Aging (AAA), and funded by the PA Dept. of Aging and Westmoreland County Board of Commissioners.

 Priority service is provided through the same taxi companies that provide Shared-Ride service.

Priority Transportation complements the State's Shared-Ride Program in two ways. First, Priority Transportation eligibility begins at a younger age than Shared-Ride. Second, Priority Transportation assists in providing a bigger (95%) discount for five types of "priority" destinations.

 

Priority Destinations.

1. Medical Appointments that are not eligible for MATP transportation.

2. Your local Senior Center in Westmoreland County.

3. Senior Center based shopping

4. AAA Adult Day Care

5. AAA Vision Center.

 

 

PRIORITY DESTINATIONS:

The State does not permit the AAA to subsidize medical trips that are eligible for MATP transportation. 

To register - Phone either AAA office.

You will be asked some basic questions.

Riders over 65 must also register for Shared-Ride with the taxi company serving their area, as listed in the Provider Directory. An ID card will be mailed to the rider within a few days. 

To schedule a trip - riders must phone the taxi company serving their area one working day in advance, and for most taxi companies before 3:OOPM.

Wheelchair accessible vehicles are available upon request. 

For riders age 65 and older. Shared-Ride pays for 85% of the fare for any destination, Priority Transportation will pay for 10% of the fare for the five Priority Destinations listed above, and the rider pays 5% of the fare.

For riders age 60-64. Priority Transportation pays for 95% of the fare for the five Priority Destinations and the rider pays the remaining 5%. 

Taxi trips - may include the pick-up or drop-off of other riders. Trips significantly beyond a taxi company’s territory may require a transfer from one taxi to another company’s taxi.  An Escort Form is available for riders who cannot travel alone and who have an escort that must ride with them.

MATP

(MEDICAL ASSISTANCE TRANSPORTATION PROGRAM)

Eligibility: Westmoreland County residents receiving Department of Public Welfare Medical Assistance benefits - other associated names are Medicaid, Welfare, ACCESS, SSI and Gateway. The Medical AssistanceTransportation Program (MATP) is coordinated by the Westmoreland County Transit Authority and funded by the Department of Public Welfare.

 Transportation is free to anyone of any age for medical appointments covered by Medical Assistance. To register and to schedule trips, phone

1(800) 242-2706.

Trips can be scheduled up to 14 days in advance. Trip requests for next day service must be scheduled by 2:00 pm on the previous working day. Rides may be provided by taxi, bus or lift-van, depending on the rider's mobility.

Mileage reimbursement is also available for private vehicle use.

The Westmoreland County Transit Authority (WCTA) has a number of transportation programs including:

1. Senior Free Transit (65+).

2. Reduced Fare Transit Program for persons with disabilities or with a Medicare card but under age 65.

3. Americans with Disabilities Complementary Paratransit.

4. MATP - Medical Assistance Transportation Program.

The MID MON VALLEY TRANSITAUTHORITY

Mid Mon Valley Transit Authority offers a pass for riders' age 65 and older to ride free during non-peak hours.

PORT AUTHORITY of ALLEGHENY COUNTY
